Biography

The USS Santa Fe was the lowest-rated nuclear submarine in the US fleet when David Marquet took command in 1999. Within two years it had the highest retention and operational evaluations in the force. Ten of its officers went on to command submarines of their own.

The shift began with a single moment. Marquet gave an order that could not be executed on his class of submarine, and the watch officer relayed it anyway. When asked why, the answer was: because you told me to. Marquet stopped giving orders. He built a system in which the crew stated intent and his officers certified competence and clarity.

He calls this Intent-Based Leadership, and since leaving the Navy in 2009 he has taught it to Fortune 500 companies, start-ups, professional sports teams, business schools, and governments. They share one structural problem: the people with the information are not the people making the call. Stephen R. Covey rode the Santa Fe, called it the most empowering organisation he had seen, and wrote about Marquet’s practices in “The 8th Habit”.

His second book, “Leadership is Language”, moved the argument into the meeting room. Industrial-age verbal habits manufacture agreement at the moment a leader needs dissent, and the book supplies six plays to replace them. “Distancing”, written in 2025 with University of South Florida psychology professor Michael Gillespie, moves it again, into the decision itself: be someone else, be somewhere else, be sometime else.
